The school of success for all

Ambition of the Government:

Make Senegal a country where all citizens benefit from the same opportunities and opportunities for social advancement, in particular thanks to democratic access to knowledge. This option of the President of the Republic, involves the advent of a school for all; school of success, a viable, stable and pacified school, which promotes quality and is more oriented towards the teaching of science, digital and technology.

Resources mobilized:

Already, between 2012 and 2016, beyond the rehabilitation programs, the Government invested about 132.6 billion FCFA to build and equip 9,538 classrooms, 333 elementary schools, 162 local colleges, 21 high schools, 20 scientific and technological blocks, and 12 modern daaras.

Concomitantly with this significant expansion of the school card, the number of teaching staff increased by 7,481 teachers in the public. Specific measures have also been taken to strengthen initial training, raise the academic level of recruitment and develop continuing education.

Implementation:

Several actions have also been taken to correct regional disparities by the construction and equipment of 200 new elementary schools in the 25 least educated departments of our country and the construction of 49 turnkey colleges in border areas.

More than 8.2 million textbooks and booklets of French, mathematics and science and social life education activities were distributed free of charge to elementary students at a cost of FCFA 10 billion, an unprecedented effort in our country.

In addition, there is the provision of digital tools in mathematics, physical sciences and philosophy for final year classes in 240 high schools, the implementation of school projects, oriented towards mathematics and science in 300 EMC, the increase in weekly hours in mathematics, physical sciences, and life and earth sciences.

Perspectives 2019

Within two years, more than 221.4 billion FCFA, in additional resources, will be granted by the State for the expansion of reception capacities, the extension of the educational card and the improvement of working and learning conditions.

This investment will be used to achieve:

  • 6,369 classrooms, and 4729 administrative blocks,
  • 2498 hygiene blocks, as part of the national program for the resorption of temporary shelters in elementary, secondary and general secondary schools that the Head of State has just initiated
  • 99 new elementary schools,
  • 45 new colleges,
  • 14 new high schools,
  • the rehabilitation and equipment of 263 elementary schools, 97 colleges and 6 high schools and related works (water points, hygiene and administrative blocks, etc.).

The commitments of the decentralized Councils of Ministers

In accordance with the commitments made by the Government during the decentralized Councils of Ministers, we have already started the construction of 6 general education high schools in Grand Yoff, Ngor, Yoff, Sangalkam, Tivaouane Peulh and Pikine Dagoudane, as well as the rehabilitation of high schools in the Dakar region.

Modernization of daaras: 10.3 billion mobilized

The state of execution of the Project to support the modernization of the daaras, at a cost of FCFA 10.3 billion, is very satisfactory. Indeed, all 64 targeted daaras will be delivered between February and October 2018. The training curriculum has been tested in 10 daaras for 6 months with 18,731 children enrolled.

132,647 BILLION FCFA were mobilized by the State to finance the education sector between 2012 and 2016. A record that has allowed the Government to take charge of concerns related to the development of a central sector in the consolidation of our dynamic of inclusive economic growth. This desire of the Government, which devotes more than 20% of the national budget (more precisely 24%) to the education sector, has led to encouraging results:

Construction and equipment

  • of 9538 classrooms,
  • of 527 turnkey educational structures, including 333 elementary schools,
  • 162 local colleges and 21 turnkey high schools
  • of 20 scientific and technological blocks (BST),
  • of 12 modern daara,
  • the rehabilitation and upgrading of 47 structures (26 traditional daaras, 10 local colleges, 08 BST and 03 high schools),
  • the construction of 2859 ancillary structures including 1,410 hygiene blocks, 818 administrative blocks, 549 water points, and 82 fence walls.
  • These investments have contributed to the diversification of the educational offer, and to the reduction in the number of temporary shelters, the percentage of which increased from 18% in 2011 to 9.4% in 2016, all educational levels combined.

In the same record, the Government has planned to invest FCFA 24.767 billion, between 2017 and 2019, in addition to the FCFA 65 billion planned as part of a Public-Private Partnership (PPP), for the removal of temporary shelters (6600 classrooms) distributed in 2714 schools (elementary schools, middle and high schools).

From 2012 to 2015: the Education Budget increased by more than FCFA 379 billion or 94.75 billion per year. In addition, 108 billion have been mobilized by the State and its partners to finance the Project for the Improvement of the Quality and Equity of Basic Education (PAQEEB). While more than 10 billion have been committed to finance the daara Improvement and Modernization Program (PAMOD).

Literacy

      • 14,303 learners train on a goal of 13,860 or a positive gap of 443.
      • The other projects trained 1,132 learners, a gain of 7.33%
